Prior to joining SAIC, Mr. Browning was the Deputy Commissioner and Chief Operating Officer of a newly formed agency U.S. Customs and Border Protection with a budget of $5.1 billion and over 40,000 employees combining the functions formerly performed by customs, immigration, Border Patrol and agricultural authorities. He was the key advisor to the Commissioner in the development of border security and counter-terrorism operations, as well as responsible for leading the organization's executive management team which oversaw the process for identifying, training and selecting individuals to be part of that team and the development, implementation and evaluation of agency-wide programs, policies and procedures. Mr. Browning has also served as the Assistant Commissioner, Office of International Affair. In that capacity he was the Sr. Executive Manager for international programs, representing the agency before international organizations; supervising the provision of law enforcement and commercial training and technical assistance to customs administrations aboard. He also promoted the sustainable development of uniform customs procedures worldwide and improved foreign customs administrations' ability to facilitate international trade; fostered the adoption of policies, programs and procedures that are compatible with those of a modern customs administration and reflect the international goals and objectives of the U.S. Government.
Mr. Browning was the District Director, Baltimore District as the principal field officer, responsible for implementing agency regulatory and enforcement programs; supervising a staff of over 200 inspection, commercial operations and administrative support personnel. Mr. Browning has also served as the Sr. Attorney, Office of Chief Counsel, Attorney Advisor, Office of the Asst. General Counsel, General Attorney, Office of Chief Counsel, Sr. Asst. Regional Counsel, Office of Chief Counsel, Asst, Regional Counsel, Office of Chief Counsel, and General Attorney, Office of Regulations and Rulings all within the U.S. Customs Service. Mr. Browning has received the Coast Guard Meritorious Public Service Award; World BASK Organization Excellence Award; Chevalier of the National Order of Merit (Republic of France); SES Presidential Rank Award (Meritorious Executive); Internal Revenue Service Commissioner's Award; Presidential Citation (Serbian Sanctions); Secretary of the Treasury Meritorious Service Award; Customs Commissioner's Award; Chief Counsel's Award; Hammer Award; Sustained Superior Performance Awards; High Quality Performance Awards; Special Achievement Awards; Special Act Awards. Mr. Browning received his Juries Doctor degree from Hofstra University, School of Law, and a Bachelor of Arts form the University of Pittsburgh, College of Arts and Sciences. Mr. Browning has also had specialized training from the Program for Senior Executive Fellows, JFK School of Government (Harvard); Federal Executive Institute; Washington Executive Seminar; Customs Senior Executive Service Development Program; Treasury Executive Institute; Attorney General's Trial Advocacy Institute; and participates in Bar Admissions and Professional Associations such as the Senior Executive Association; Supreme Court of Pennsylvania; U.S. Court of International Trade; U.S. Court of Appeals for the Federal Circuit; Fifth Circuit Court of Appeals; U.S. Supreme Court; American Bar Association; National Bar Association; and Pennsylvania Bar Association.
