From August 1999 to April 2006, Mr. Doane served as the Chief of Response and Port Security for the U.S. Coast Guard Atlantic Area. He began this position as a Coast Guard officer and then, following 21 years of uniform service, transitioned to become a civil servant performing the same function. During his 21 years as a Coast Guard officer, he served in a variety of capacities at sea and ashore, supporting the Coast Guard's Search and Rescue, Counter Drug, Alien Migration Interdiction, Marine Environmental Response and Port Security Operations. After graduating from the Coast Guard Officer Candidate School in January 1983, he was assigned to USCGC DALLAS as a Deck Watch Officer, Antisubmarine Warfare Officer, Weapons Officer and Boarding Officer, where he participated in ten major drug seizures. In 1985 he transferred to Coast Guard Group/Base Charleston as the Operations Officer. From 1988 to 1990 he served as the Field Exercise Planner for Maritime Defense Zone Sector Six/Commander Naval Base Charleston, where he was the principal planner for several full-scale Coast Guard - Navy and NATO exercises, developing and evaluating port security tactics and procedures as well as mine countermeasures. In 1990 he was assigned to USCGC RELIANCE as operations officer, where he developed some of the initial over-the-horizon tactics for maritime law enforcement and coordinated a multi-force operation that resulted in the seizure of the F/V HUNTER with over six tons of cocaine. Following a Masters Program in Ocean Engineering, where he focused on pollution response systems, he was assigned as the Chief of Pollution Response Systems at Coast Guard Headquarters from 1994 to 1999. In this capacity he identified and solved significant problems with the Spilled Oil Recovery System (SORS) on the new JUNIPER Class 225 foot buoy tenders and developed the Coast Guard Oil Spill Response Technician course providing hands-on oil spill response training for buoy tender crews and National Strike Force members.
A native of Castine, Maine, Mr. Doane holds a Bachelor of Science Degree in Biological Technology from the University of Maine at Machias and a Masters of Science degree in Ocean Engineering from the University of New Hampshire. Mr. Doane is married to the former Pamela Gray of Addison, Maine.
