W. Scott GouldScott Gould directs strategy formulation for IBM's homeland security, intelligence and federal civilian lines of business. Previously, he was CEO of The O'Gara Company, providing strategic advisory and investment services in the homeland security market.

A Naval Intelligence reservist, CAPT Gould was recalled to active duty for Operation Noble Eagle and Enduring Freedom, where he served as Deputy to the Director, Naval Criminal Investigative Service (NCIS). Gould has served as the Chief Financial Officer and Assistant Secretary for Administration at the U.S. Department of Commerce and Deputy Assistant Secretary for Finance and Management at the Treasury Department. As a '93-94 White House Fellow, Gould served in the Export-Import Bank of the United States and in the Office of the White House Chief of Staff.

Gould is a fellow of the National Academy of Public Administration and a former member of the National Security Agency Technical Advisory Group. He has participated as a panel member on homeland security issues for the Council on Foreign Relations and Center for Strategic and International Studies, as well as a guest lecturer at Harvard University. Gould is a former member of the Malcolm Baldrige National Quality Award Board of Overseers.

Gould is coauthor of Global Movement Management: Securing the Global Economy and Global Movement Management 2.0: Commerce, Security and Resilience in a Networked World as well as a forthcoming book from Brookings entitled: The People Factor: Strengthening America by Investing in the Public Service. He holds an AB degree from Cornell University and MBA and EdD degrees from the University of Rochester.
